This week readers came to Brick Underground to find out if a landlord can charge a tenant a hefty bill for new kitchen cabinets. It's a highly unusual request for market-rate renters and that obligation would be spelled out in the lease. Rent-stabilized tenants can only be charged a fraction of the cost of upgrades and must agree to do so in writing.
