The city is now accepting applications for 81 discounted apartments in a new luxury tower on the Astoria waterfront through the housing lottery.
The apartments are studios and one, two, and three bedrooms in 10 Halletts Point, the first building scheduled to be completed as part of the Halletts Point mega-development. The project is on the East River, on an out-of-the-way peninsula till now taken up mostly by light industry and public housing. The complex is five blocks from the Halletts Point ferry dock, which started offering service to 34th Street and Wall Street last summer. Buses provide service to the Astoria Boulevard N and W station, which is about a mile away.
The lottery apartments are set aside for households making $34,355-$66,420 a year, and rents start at $947 a month, for a studio.

10 Halletts Point is planned to have lobby staff, an on-site manager, and for additional fees, a terrace and a gym. Construction is supposed to wrap this summer, according to a spokeswoman for the developer, the Durst Organization.
